Chris helps his clients win permits to build natural resource development projects and keep them running. He frequently appears before state boards and commissions. He draws on his experience in private practice, Colorado's Air Pollution Control Division, and the federal government to obtain regulatory approval and develop cost-effective options for complying with environmental standards. As a prominent air quality lawyer in Colorado and the west, Chris guided oil and gas clients through the development of the state's most significant air quality regulations. He finds creative strategies for industry to operate successfully in tough regulatory atmospheres, including voluntary measures to avoid regulations. He brought flexibility to Colorado's ozone State Implementation Plan (SIP), storage vessel emission control standards, emissions monitoring rules, and nearly every major Colorado air quality rulemaking from the adoption of a precedent-setting methane leak detection and repair (LDAR) program in 2014 through the ongoing greenhouse gas (GHG) reduction rules. Chris served in the United States Air Force Judge Advocate General's (JAG) Corps, where he represented federal agencies in electric utility rate cases in Oklahoma and Alaska. He represented industry clients including a solar energy trade association in regulatory matters before the Colorado Public Utilities Commission. Panel Discussion: Mastering Communitization Agreements

Catie is the Oil & Gas Leasing Manager at the Colorado State Land Board and has been with the agency for over nine years. She manages roughly 850 active oil and gas leases and state participation in 37 exploratory units, as well as administering triannual oil and gas lease auctions on state trust land. She has worked with a variety of lessees to obtain bonding and insurance requirements to meet lease requirements and served as the records manager for the 146+ years of records held by the agency. She is a process improvement enthusiast, working with her colleagues at the State Land Board to streamline procedures and create collaborative relationships with lessees and operators while working to protect state trust lands so they can generate income for future generations of Colorado’s schoolchildren.
Wade Mann is a Partner in the Bismarck, ND office of Crowley Fleck, PLLP. He is part of the firm’s Energy, Environment and Natural Resources group and focuses his practice primarily on energy and natural resources related regulatory work and litigation. Wade regularly represents clients before the North Dakota Industrial Commission and North Dakota Public Service Commission as well as in state and federal courts. Wade has previously served as an Assistant Attorney General representing the NDIC Oil and Gas Division and as an administrative law judge for the ND Office of Administrative Hearings.
Alicia D. Kisling is a Partner in the Oil and Gas Practice Group at Crowley Fleck PLLP in Sheridan, Wyoming. Jill has also successfully represented clients before the COGCC for contested matters related to horizontal wellbore spacing units, APD approvals, unconventional resource units, and enhanced recovery operations. Additionally, she has represented clients before the COGCC for nearly every major rulemaking in the last decade. In addition to representing companies before the COGCC, Jill assists clients in navigating local and federal regulations. She assists clients with local permitting and transportation access issues, as well as obtaining surface locations. Jill has helped companies enter Memoranda of Understanding with local governments, and assisted clients in defending cases before the Interior Board of Land Appeals. Rollin's practice focuses on the drafting and review of title opinions and conducting comprehensive due diligence for mergers and acquisitions, and also includes regulatory matters, permitting, local government, and public lands law. He brings experience as an independent petroleum landman in Weld, Washington, and Moffat Counties, Colorado. Before his tenure in oil & gas, Rollin served as a law clerk at the Native American Rights Fund, where he focused on religious rights under the Establishment Clause, Inter-American Court of Human Rights Jurisprudence, and the fundamental principles outlined in the United Nations Declaration on the Rights of Indigenous Peoples. Rollin earned his Master of Laws (LL.M.) in Natural Resources, Energy, and the Environment from the University of Colorado-Boulder. His thesis explored the Federal Executive Branch's authority under The Federal Land Policy and Management Act of 1976 to withdraw public lands from uranium mining within the Grand Canyon watershed. While a law student at Gonzaga University, Rollin Wood served as the President of the Native American Law Students Association. During this time, focused on Environmental, Federal Indian, and Water Law. His work involved administrative appeals of water rights judgments and acting as a tribal court spokesperson in the Kalispel Tribal Court.

During his tenure with Northwestern Mutual Capital, Mr. Stolze closed 42 transactions across the energy markets, representing $1.9 billion of capital commitments. Prior to joining Northwestern Mutual Capital, Mr. Stolze was an equity research analyst with a boutique equity research and investment banking firm in Austin, Texas covering micro-cap oil and gas companies. Mr. Stolze began his career with Ernst & Young in their mergers & acquisitions advisory practice where he concentrated on private equity transactions. Mr. Stolze is a Certified Public Accountant and received his BBA in Accountancy from the University of Notre Dame and his MBA in Finance from the University of Texas at Austin.

Enhancements to 45Q and the Growing Wave of
State Legislation on Carbon Storage

The newly passed Inflation Reduction Act of 2022 (IRA) is poised to transform the carbon capture utilization and storage (CCUS) industry through significant tax credits and benefits, including through enhancements to Section 45Q of the Internal Revenue Code. With substantial incentives in place to support deployment of carbon capture projects, states are rushing to pass and update legislation that provides a predictable regulatory environment for potential CCUS project stakeholders. This presentation will focus on recent changes to Section 45Q and the evolving regulatory environment in which CCUS projects are being deployed.
Tom Donaho is an energy attorney and first-chair litigator with a focus on handling complex commercial disputes in both state and federal court. As a subject matter expert on indemnity and insurance, including oilfield anti-indemnity acts, he is relied upon by clients across the country to develop contracts that serve risk allocation needs through indemnity and insurance protections and advise on indemnity and insurance claims. Tom has published extensively on carbon capture regulation and incentives.
